As California’s Employment Development Department tries to recover billions of dollars stolen by scammers during the pandemic, sometimes it’s going after the wrong people. Bonnie Tom, who was one of the thousands of EDD victims, had reported to the state that scammers were using her name to file bogus unemployment claims. She didn’t get any response then. Then two years later, the state – without a warning – took $24,000 out of her account.
